Dressing Down?

I've been staring at this headline off and on for over twenty-four hours now, and I can still think of something far more troubling about what it appears to say than it being "antiquated and sexist":

BBC News website headline: 'School's skirt-only plan 'antiquated''

I find myself wondering whether - given the sort of climate we have up here - the school is planning a remake of The Coldtits Story...
