Age-Appropriate?

I bought a birthday card for our newest family member.

It's a nice card, a scene of (if I remember correctly; I sealed it up a few days ago) bunnies and the like. And when you unfold it, part of it pops up in a very charming way.

It was when I was clearing away the packaging that I found this card:

I mean, the greeting on the card actually says (something like) "You're 1 today!". So why make a card for a one-year-old that it is deemed 'unsuitable' for him to have?

There's some serious arse-covering going on here.
